Fill in PDF Forms

I have a project coming up that requires filling out PDF forms from data in
the customer's database. I'm good with everything except how to write to the
field in the PDF form. The PDF form is provided by a third party,
govermental agency, so we have to abid by their format.

Has anyone done this before?

I checked with Adobe and they have an SDK, but they are very vague about the
price, so that usually means real expensive. Anyone know of a reasonable
priced solution?
