Event log "Attribute names must be unique"

This warning message appears repeatedly in the event log on our windows 2000
server with .NET Framework 1.1.

Here's the error:

The description for Event ID ( 1000 ) in Source ( .NET Runtime ) cannot be
found. The local computer may not have the necessary registry information or
message DLL files to display messages from a remote computer. The following
information is part of the event: .NET Runtime version 1.1.4322.573 - Error
"Attribute names must be unique." occurred while parsing the Machine policy
level. The default policy level was used instead..

I think it may have to do with attributes being duplicated in the
security.config or machine.config file, but I have not had any success trying
to make the warning message go away.
