group by to_char(datetim evar,'mm/dd/rrrrhh24')

I have a query that selects and groups by

select to_char(begin, 'mm/dd/rrrr hh24') "STAT HOUR",
document,
avg(stat_hour) 'Mean',
etc.

group by to_char(begin, 'mm/dd/rrrr hh24') "STAT HOUR",
document

This gives me my stats by the hour. However I want to see them by different increments, say every 30 minutes.

Any help would be appreciated.
