Mapping or Imaging Control for Hotspots

Does anyone know of a component where a end user can import a picture and
then draw out hotspots on that image but then be able to save the sizes and
locations of those hotspots relative to their location and size on the
image? I need the end users to be able to define these hotspots and then be
able to link them to a record in a database... After they do that, they will
need to be able to interact with these hotspots by clicking and right
clicking on them to get information... So far, I've found some mapping
controls and a few imaging controls, but they don't look either complete nor
do they look like they are designed to do what I need them to do. Most of
them base their maps on real life data, not a provided image of a map (think
a campground map or a boat well map).

Help me out guys. Most of my work is db-oriented. I am not used to doing graphics. I remember seeing a demo of a system that allowed the mapping of irregularly shaped areas (hotspots? mapping?) on a static image. These hot spots acted like controls or triggers. I just can't remember which technology it was in. Is there anything like that in VB.Net? (If I do anything at all with this, it will be in a Winforms app.) Thanks.
