Emulating a joystick

Hey there,

I'm trying to emulate a joystick throttle using keyboard keys. For
example:
` = 0%, 1 = 10%, 2 = 20%, 3 = 30%, 4 = 40%, 5 = 50%, 6 = 60%, 7 = 70%,
8 = 80%, 9 = 90%, 0 = 100%

My question is... How do I send joystick commands to Windows from
VB.NET? Specifically, throttle commands (A throttle is just an axis,
right?).
