I know how to set the switch (use pyHook, check if the 'esc' button is pressed, if it is, turn the monitor on) but I don't really know how to turn the monitor off.
Some sources tell me to look into ctypes and do some c functions and whatnot, while other sources tell me to use python win32 modules, but I really don't knwo where to go after that.

i suspect its the power management. you should consult your school administrator about this

#2? I know how to send the <form> tag to turn on/off the projector, but

The last time I did this was back in Visual Basic 6. Now I am using VB.NET
2005.
When I use my code now, it turns off the monitor just fine. However when I
move my mouse the monitor comes back on.
Back in VB6, I was able to turn off the monitor and it wouldn't come back on
until I issued the API command to turn in back on regardless of mouse
movement.
How do I accomplish this in VB.NET?

I can check from output of: xprop -root
_NET_DESKTOP_GEOMETRY(CARDINAL) . The problem is when you use Beryl or
Xgl, it is not correct anymore because Beryl or Xgl set this value
from amount of workspaces multiplied by monitor or screen resolution.
