You can access only those directoried that listed out by the following query:

Expand|Select|Wrap|Line Numbers
  1. select value from v$parameter where name = 'utl_file_dir'
  2.  
If you want to create new direcotry as done above, then ask your DBA to add the directory in the init.ora parameter file.
then you also need to GRANT read,write on that direcotyr to particular user from where you need to access that directory.
