meta tag

Can someone tell me where I can get more info on these 2 meta tags

<META HTTP-EQUIV="Pragma" CONTENT="no-cache">
<META HTTP-EQUIV="cache-control" CONTENT="no-cache">
I am using them in my page but it still appears to be caching image
files and Javascript. Are these tags browser dependent.
