diff between UTF-8 and non UTF-8 character also Want List of NON UTF-8 character

Can any one give me list of Non UTF-8 character? I searched a lot I couldn't find any list so anyone can understand developer problem?

Which are a Non UTF-8 character? I have to check in javascript that in textbox entered value have non UTF-8 character then that text is invalid but I don't know which character they are?

so any one can help it's very very urgent?

I think you are a little confused.
