js banner and button rollover proximaty?

My problem is that I have a javascript cycling banner at the top of
my page and navigation buttons about 20 pixel underneath that both have
external js files but the banner doesn't work when I attach the button
rollover js. Is there a type of flow or proximaty that I am not aware
of? Someone please help.

1) rollover.js has an error in it ? (then the whole script on the page
will not execute)
2) rollover.js overrides some event listener ? (like onload)
3) why should we guess, any way? Where is your page?
