Web page won't open on one site but open at another

I need help, my company has internal website that is published by IIS and accessed throughout the company's intranet network. It's been working well for more than a year. Last monday, out of the blue, one of our branches suddenly have difficulties to open the webpage. I checked, and I can ping the server IP address, I also make sure that ISA server on that site isn't blocking the address, however our branch still can't access the web page (access by typing IP address directly to browser, so it's not DNS problem)

Funny thing is, we have 2 IIS servers on our head office, one is for intranet purposes the other is for internet purposes, and there's no problem with the internet IIS server, that branch can access it and it can also access our webmail server which is also located in the head office. This only happen on one site (out of six). I'm at complete and utter loss as to why this might happen.

In short here's what I've found out
1. Nothing wrong with the connection, as the branch can ping the server.
2. No protocol or port related to the site is blocked because it can access the mirror server
3. Not related to ISA, I even go as far as shutting down the ISA just to make sure.
4. There's a brand new PC just installed, and it also can't access the web page, so possibilty of some kind of virus blocking access is quite remote (though possible..)

The IIS servers are both installed in Windows 2000 SP2 environment.

It seems that browser security settings at the hosting web server could be causing a problem. (open browser at host and ensure Intranet Security settings are appropriate (for me Medium-low) the default setting seems adequate. Intranet site should function again, unless you have another problem.
