Open Outlook Express From Webpage

I am looking into this for a colleague:

Is it possible to open a Microsoft Outlook calendar from a web link?
This will be an Intranet application for our company and will allow the
user to select dates. I could probably code something in ASP or .NET
but have other things to worry about.

Any resources or suggestions?

I think Outlook supports import of ical calendars, so if you send the item
in the right format and with the right mime type that should be doable.
Maybe Outlook needs to be set as default handler of ical files.

I don't use Outlook myself, but a Google search found this live demo:

I click on my outlook express icon on the desktop or click on START and then E-mail (outlook express) icon and it will either show my Inbox for about 2 seconds or just go back to a blank screen..I can't get Outlook to open from these usual places.
