Outlook Express - Not Connecting to Server

For about a month now, I have had trouble with Outlook Express. When logging
in to Outlook Express, I get an error message stating that the connection to
server has failed. My internet connection works (same server), but Outlook
Express is unable to connect. If I restart the computer, Outlook Express
will then be able to connect; so eventually I can use it but I must reboot
every time. I have checked with my ISP and they say there is no problem with
the connection and they believe it is a problem with Outlook Express. I
first noticed the problem after installing several recommended Windows
updates from Microsoft. Any advice on how I can fix this will be greatly
appreciated... Thanks!

The server reported an error. Account: 'Hotmail', Server: 'http://
services.msn.co m/svcs/hotmail/httpmail.asp', Protocol: HTTPMail,
Server Response: 'Precondition Failed', Port: 0, Secure(SSL): No,
Error Number: 0x800CCC3C

I have been plagued with this error message off and on for many
months. My experience and some information on the internet lead me to
believe that MSN has established a quota for the number of addressees
that you can send to each day from your hotmail account. They do not
publish this number, nor even acknowledge that it exists. Their
technical support people provide useless solutions because apparently
they do not know about this block either. The biggest problem
associated with this block is that it is semipermanent. Once a
message is blocked, every message after that is also blocked. The
blockage does not relieve itself.

When you send an email message from Outlook Express it goes first to
the Local Folders Outbox, is sent, and then appears in the Hotmail
Folder Sent Messages folder. When the block is active, your email
messages stack up in the Local Folders Outbox. When this happens I
move the messages in the Local Folders Outbox to a temporary folder.
Periodically, I will open one of the emails in the temporary folder
and send it. If luck is with me, it will be sent albeit one or two
days late.

However, I have recently consolidated my email lists and now have 46
friends and relatives to whom I send from zero to five messages a
day. Hotmail becomes instantaneously constipated at about the second
email, so my estimate is tha the maximum number of addressees you can
send to is between 50 and 75 per day. In my case this has constipated
hotmail beyond belief and as I mentioned earlier, kills my ability to
send out anything else during the day, even high priority business
messages even after I clear the Local Folders Outbox.

Having worked in a corporate environment most of my life I hold out no
hope of ever convincing the hotmail management to eliminate this
problem, or even moderating it by eliminating the bug that results in
permanent blockage. The only effective solution for the individual is
to seek out other email providers.

My recommendation to people facing this problem is to open alternate
email accounts at competitive sites. In this case you can establish
your mailing list at the alternative sites, email yourself a single
copy of the email message to that site and then send the message from
that site with using the mailing list. This also means that you will
have to monitor these sites for replies.
