How configure Outlook/Exchange for a .PST file?

I have users on tablets that work mostly disconnected. I would like to
ensure that my users are configured to each have an Outlook .PST file
however I haven't been able to find any setting in Outlook that
configures this. Is this setting on the Exchange server somewhere??

1) Where is the .PST file setting configured? Or is there "always" a
..PST file?
2) Is there any way I can interrogate an Outlook install from a C#
program to determine if the user is configured as I desire?

Why would you want users with an Exchange account to have a .pst file? That's not the optimal configuration.
