Limit the NUMBER of users in Access 2003

I have created an MS Access 2003 database that will be distributed
amoungst several hundred employees. I am wanting to limit the NUMBER
of users who can access the database concurrently to 15 yet I can not
seem to find any information on limiting the number of user. I have
googled plenty and a lot of reference refers back to MS Knowledge and
Jet Utilities. These functions will not work for me because there
will not be a central administrator. These employees will access the
database via their own secure server. Any assistance would be greatly
appreciated. I have no clue who the users will be so using the user
id and pw will not work in this situation as well I have already
included an automatic shut down after 30minutes for each user as well
as a centralized password to get into the database form.

of users. In your startup code get the count and post the message if it
exceeds 15.
