open tickets

Hi
I have a database where everyday we receive a request from customers
it can be existing Customer or new customer.

My question is we have multi user working on same ticket (customer)
how do i create a form or how do i come to know how many new customers
have arrived and we are suppose to work on it .
any help is really appreciated

I said we could set up a paypal account to handle the money, but that it would be best to mail the tickets, or hold them at will call, but told him I would look into it anyway.
