Scroll automatically tabbing through fields in a form

I have an overly long detail section of a form. Is there anyway to
automatically force the detail section to scroll down as the user tabs
through the fields, while keeping the form header section stationary?

A dumb question: Exactly how does tabbing work in an ASP.NET form in the browser? Does it work the same was as a Windows Forms form does? I have a rather complicated ASP form (that consists of HTML tables, ASP text boxes, drop downs, data grids, etc)... and no matter how I set the TAB indexes, it never seems to work the way I want it to - sometimes tabbing all over the place! I've got a odd thing happening when tabbing through my form. everything is fine as long as I only tab through the fields, but if I skip 10 fields and click in a field, enter data then hit tab it will just to the control AFTER the last control I TABBED to. This doesn't make sense to me. Does a form keep track of tab index? Do I need to set this index somewhere when clicking on a field? Thanks for any help!
