Force Display of Subreport Headings

I have a master report with a number of sub-reports. In certain cases,
some subreports return no values. However, I'd like to display the
sub-report title and headings anyway, so there is not just a big blank
space; the subreports are separated by lines on the main report, and a
bunch of lines one after the other looks silly.

I've tried setting the 'CanGrow' setting to No, etc. Any ideaa? Or do I
just need to redesign the master report so these dividing lines are in
the sub-reports?

Yes: you need to redesign the master report.
