VB, PC to UNIX, mySQL, PHP Freelance Programmer Wanted

REQUEST FOR PROPOSAL

Overview
Our company is a mom & pop company seeking to capitalize its marketing
to our several thousand past customer base, as well as expand. We
currently sell mainly out-of-print and/or hard-to-find music CDs,
DVDs, video games and books via Ebay. We would like to utilize our
website for additional sales and customer support with less dependency
on Ebay. Other goals pertaining to the proposal will be disclosed with
signed confidentiality agreement.

Current Capabilities
We currently use an independent program for Ebaying. We are
comfortable with this program. For all else:
My husband is a capable computer technician, and I am able to
webmaster our Unix website (I refuse to switch to MS) and have managed
to create a basic mySQL database (not fully normalized) with php
functionality for displaying a free CD section on our website for our
repeat customers.

Our Weakness
My husband does not program, and I have limited programming capability
and time to devote to creating a fully functional and integrated
system. This means our payment processing and customer support system
(outside of ebaying) is fragmented and time consuming.

Our profit margin is very slim, so your proposal must include modular
sets of software that can be implemented as we can afford each set. We
also refuse to be tied to monthly service fees. (Fees are the reason
we are seeking to get away from Ebay sales dependency.)

Global Specifications:

1.) Must use / provide open source code.
We will not sell or otherwise distribute this code, but would like
ability to change layout of data displays and have our data be
adaptable/accessible as need comes up. Major programming additions
will always be referred back to the company winning this proposal
provided we are happy with service.

2.) Must use UNIX/mySQL/PHP4 for website code.

3.) Must integrate with PC Windows 2000 for in office / security
sensitive information. Database on PC may be Microsoft Access if it
will communicate with mySQL on server. (No date or time info required
on server DB.)

4.) PC database must allow more than one user at a time.

It is quite questionable that an employment solicitation can be considered
a form of advertisement. Granted, the post should have been directed to a
Mysql or PHP Newsgroup.

It's not questionable at all -- it is advertising either for work or for a
worker, and is in violation of Acceptable Use Policies or Terms of Service
at most reputable ISPs for that reason. They didn't arbitrarily deem it a
violation, but did so because advertising is banned by USENET rules in
technical discussion (and some other categories of0 newsgroups, unless
specifically permitted by the charter (and it is not permitted by the
charter of this newsgroup).
