I'll respond to the request for advice part, which is within the rules and
charter:
There used to be some sites to which we could refer you that were free to
both the freelancer and the client. I have just checked the last of these of
which I was aware and it appears to be no longer functional. On the
off-chance that it was just verrrrrryyyyy slow tonight, you can try it at
http://www.dmoz.org/computers/consultants/databases/.
There are no others that I have used or can recommend, though there are
services to which developers can subscribe for a fee, and through which you
can find a developer. Google would be the place to start searching for their
websites, however, not this newsgroup.
This newsgroup, as you seem to know, is not the place. If anyone posts a
response to the newsgroup offering to work for you, be advised that they are
breaking the newsgroup rules and in violation of the charter, and consider
what other rules they might break, as well. For information on the rules,

There's nothing in the rules or charter that would prohibit people
contacting you privately, even though you have, technically, violated the
rules and charter with an "advertisement" .
