IE7 Phishing Filter Issue

I am working on a system that must have IE7. It cannot use IE8.

I need to turn off the Phishing Filter, but I can't do it through Internet Options or GPEdit, as evidenced by the pictures. Any help? IE7 must be available for use due to policies at my work, so the solution is not "get Chrome!"

IE: v7.0.5730.13

This happens on all admin accounts on the system.





Sorry if this is in the wrong place. I'm really confused by this site.

I feel like I might need some kind of Group Policy Editor Extension, but I can't find one for XP.
