Opening EX. files in Windows

I just aquired a used computer (Windows XP) with many, many EX. files in it.
I keep getting the message: "Windows must know where the file came from before it can be opened". (Wording is very close) I have the option of going online to see if windows can locate the origin of the file, but it never can. Boy, would I love some help on this.

are you talking about executable files? and when did you start noticing this, what changes did you make to your system that forced this to occur?
