Problem with Security Settings in Windows XP

I'm a mac user trying to help out a friend with Win XP. Everytime that I change the Custom Security Level Settings in his Internet Connections, they keep returning to the original settings. The biggest problem right now is trying to change the Active-X settings and to rese the custom settings to Low. I've tried every way imaginable to save the new settings that we need, and they keep returning to their original settings. This is needed for his new business software, so it's pretty urgent. Can someone please help?!?!? Thanks!

I've seen this in a recent thread. I'll dig it up for you. Hopefully the answer is in there.

[EDIT - No luck there. That was regarding the cookie slider continually resetting itself, which sounds related. There was no real resolution found in that case.
This appears to be a growing problem and I'll do some research to see if I can find a solution.]

When i try to use system() command to execute ffmpeg.exe it works ok when i run the PHP script from the commandline on the server, but when i run it from the webbrowser i get a return value: 128 and nothing happens.
