A business idea - cloud based web application for public sector

Hi,
I work within the public sector in the UK. I have a background in computer science from the late 90's however never worked in the field.
In my social care working environment we use a cloud based system that allows us to manage cases. I hate the system as its badly designed and slow.

I want to explore how somebody would go about designing a cloud based web application for a public body. The cases stored in the cloud would contain sensitive information so, security is of paramount importance. If I designed something or got something designed I think it would be well received within my field.

Appreciate its a vague post, any feedback appreciated.
