Using Winsock in vb6 facilities with more than one network card

I am working on vb6

I have a pc with 2 network cards.
I want to send messages and make sure it comes out of a particular plate.

After making socket.bind to do Socket.connect gives me error "Invalid operation at current state"

When I do the socket.status socket.bind gives me 1 (open) and no longer supported but the attached

Can anyone guide me how to do it

I am looking for a way to disable and active network card using c#. I have a laptop that has two network cards, cardA and cardB. When cardA is connected to a Lan I want to disable cardB. If cardA becomes disconnected (undocked or just disabled) I want to enable cardB. Then if cardA becomes enabled again I want to disable cardB.
