Loading an Internet browser with specified file

Hi, I'm using VB.net and I've written a program that amoungst other
things needs to use the users default internet browser to view a html
file. The main problems I have is:-

How to open an internet browser with a specific html file being
displayed.

I can open a browser easily by using the shell command and somewhere in
my past I seem to remember that I can add parameters to this command to
open the progra in a specific way, but I'm not sure what these
parameters might be or even if they differ for every type of browser.
