How do you uncheck "User cannot change password" and "Password never exipers" attributes in vb.net

Does anyone have any code that can do this. From what I understand,
these are flags in the "userAccountCon trol" properties but unsure how
to get it unchecked. Can anyone help?

It flips on the "User Cannot Change Password" on a user in AD and works great from a console or windows app, but when put into an ASP.NET app I get a "The security ID structure is invalid." error when trying to assign the new security descriptor.
