Slowness Opening Forms In Environment

I have forms in my VB.Net Winforms project with many controls on them. They
take up to a minute to render in the VB.Net design environment. However, these
forms draw quickly when the app is built into an EXE. Why are they so slow to
load into the .Net environment?

This works fine - I've a C# app, opening Delphi 2006.NET forms. Some of these forms are MDI Child forms.
