internet traffic

the hi there

i have a home network and i would like to write a little application that
will be able to stop all internet traffic without stopping the network
traffic. i would like the program to be able to stop internet traffic on the
pc on which the program will be installed.
any idea of where to start please

i need help here and idea ?

There are in my opinion so much freeware firewalls that do that, are you
really invented that again?

install zonealarm on each PC. you can stop internet traffic and then lock
it with a password. it is free.
