[Crystal report] Save report as a template ,can ?

I will use crystal report to design a report (e.g invoice)
As the user run/preview the report, can he save the report as his own
template , and then he adjust the report layout ???

Can crystal report do it ??? if not, any reporter write can do it ???

Yes if you automate MS Word you can control everything in the document.

I discourage the use of Crystal Reports because in my experience it "killed"
certain Windows 2000 machines I have encountered.

That and I have a lot more and easier control of MS Word.

Crystal reports also sells a seperate designer component. You can embed this in your app to allow the end user to also design a report.
