Server cannot access application directory

I installed the Visual Basic .NET Resource Kit.
When I click 'Visual Basic .NET Resource Kit'
the page
at 'http://localhost/VB.NETResourceK it/Welcome.aspx'
show:
Server Error in '/VB.NETResourceK it' Application.

directory does not exist or is not accessible because of
security settings.

I put my login.asp file and default.htm file in this
folder and type
'http://localhost/VB.NETResourceK it/login.asp'
'http://localhost/VB.NETResourceK it/default.htm'
they show up ok so the security settings should be ok.

I have a number of web sites on my 2003 server, each of the independent sites (i.e., not subdirectories of the localhost site). The way I have always set these up in the past is: 1.
