Win2003 / Sql2000 Memory usage

I have googled by heart out trying to find answers to this and am only
more confused.

DB Server:
Windows Server 2003 Enterprise
4 GB memory
SQL Server 2000 Enterprise Edition, SP4 8.00.2039

The SQL server process appears to be using a steady 1.7 gb of memory.
There are no other memory intensive applications running on this
server as reported by Task Manager.

I have read all about the 2gb/process limit and the /3gb boot switch
and all but most of that seems to apply to windows 2000, not 2003. I'd
like SQLServer to use more of the memory if it can (assuming it would
be advantageous for performance).

Can anyone sum this up for me?

You do indeed need to add the /3GB switch in BOOT.INI. Else the operating
system will claim 2GB for its own purposes.

We have a VERY simple .NET C# Form Application, that has about a 23MB Memory Footprint. It starts a window runs a process and does a regular expression. I have done a GC.Collect to make sure that, no memory is lying around. GC reports only 84k of allocations. Starting 5-10 of this apps is going to start taking a considerable amount of memory. How come .Net applications use so much memory? Every application I compile uses at least 10 MB of memory, even the ones consisting of only a form and nothing else. If I minimize them though the memory usage drops to a couple hundred KB. Why? Is there anything I should to to prevent this? Moved an app from W/2000 Asp V1.0 to W/2003, VS/2003, ASPV 1.1 Page runs a long job, uploading 2 large fixed length files (300,000 rows) into SQL database. A process is run against the data, and altered flat-files produced.
