User Admin Tool?

New on the group so forgive me if this is a FAQ...

I've been looking for a tool to handle user admin (for a website I'm
knocking together for a club), after all there is no point reinventing the
wheel...

I need something that is easy to implement, but I'm not too bothered about
the actual administration side of things as we'll have a reasonably static
userbase although one with admin tools would be a bonus!

Anyway, I just need something to easily protect pages for groups of users on
a Free or GPL license. I have tried a few and they either just don't work
on PHP4 or just don't work!
