Oh wait a minute...
Maybe you need to reset your password with OLD_PASSWORD (instead of
PASSWORD).
PHP does still use the old way to communicate the password with MySQL.
Maybe this solves the problem? (I hope so)

: Hello,
:
: Your error message says that it could not connect to the database. IIS
does
: not connect to any database (not in this case anyhow), and this is a
: configuration problem with PHPBB and/or MySQL.
:
: Have you tried to post to forums for PHPBB and/or MySQL?
:
: By the way, you might don't want to run your forum using the user root.
