prevent 1 account for 1 pc

Hello my friends!

I wanna know how can i make to prevent 1 login per pc.

Like that programs that people install on theirs machine and the site
check if there is this program installed with the same key stored on
site.

I have a site that give gifts and i want to prevent that people starts
creating a lot of accounts to try get the gifts.

How this programs work ?

If the gifts are physical, then just look for duplicated (or too similar)
addresses.

I have see it before... a site that offer a service... and to use the
site ou must install a java program, i dont remember now the site.

This program prvent that just 1 login could be used on this
computer...

It that i looking for or something like it.

This can't be done reliably in the WWW.
