Hyperlinks in CSV file

The CSV file has few urls in an order. While opening the CSV file using Excel Sheet, the urls are not having the hyperlinks. It is stored as plain text.
So we need a program that will store these urls in the form of hyperlinks

So we need a program that will store these urls in the form of hyperlinks
Not in a CSV file because as you realise, CSV is plain text.
You can create the order in a XLS file instead of CSV, then you can write HTML to the XLS file
