PHP does not recognize PECL classes/functions

How do I get PHP to recognize PECL-based classes and functions with
the following environment:

PHP 5.2.0
Windows XP

I have php_fileinfo.dl l in my extension directory, referenced in
php.ini, however, PHP has no clue what any PECL-based class or
function is, unless I use CLI PHP and then it only recognizes the
functions and not the classes.

What else do I need to do?
