do one build a database without having access to any server?

WEB DATABASE DEVELOPMENT

I have a basic knowledge of HTML, PHP and MySQL. I needed to build a web page through which visitors to the page can fill form and upload the cv into the database. Also, I need other users like prospective employers to be able to search though the database for registered users.

I have done similar exercise b4 but it was done in my university where i login in to the unix thru telnet to use sql to build the database. Now, I don't have such priviledge but i still need a database to store some information where visitors to the web page will be able to visit and search thru the database.

My question is how do one build a database without having access to any server (like my university)? All I have now is access to the internet and with my little knowledge of HTML, PHP and MySQL. Please, advice.

Your univsersity might have setup a web-based mysql management tool like phpmyadmin. It's the most common way of administering the mysql database from the web.
