Can I create and drop a function from inside a stored procedure in Oracle ?

I'm converting SQL Server code into Oracle and would like to know if I can create and drop a function from inside an Oracle stored procedure. The SQL Server code seems to do it but when I try the same thing in an Oracle stored procedure it won't let me. Any help will be appreciated. Thanks.
