Can't start xp at all!!

Did a bit of fooling around with Norton Utilities and the startup files to
get my PC flying faster. Well... that stuffed it completely now. When I start
the computer, it comes to the logon screen with background. It then says that
it's loading settings for 3 seconds, then it logs off and saves the settings.
Then it logs on and so on it loops non stop. I've tried to start in safe mode
with command prompt but it doesn't give me a command prompt to try to
restore. Only advantage I may have is that I have another OS on different
partition that can get access to my C:\. Can't even use the last good
configuration. There's got to be a way to use my D:\ OS to get access to
files and fix. Any suggestions?
