prob while asscessing a oracle function

Hi

From my asp.net page , I am calling a function (made in oracle). it gives the following error:
ORA-01458: invalid length inside variable character string .

interestingly, the application works fine for the first time n when second time i try to run it gives the above error. But when i restart my system n again run it works perfrctly n to run second time i have to restart my system.

Here's the code am using:

Pls help to fix this....
