Problem starting an the XSP web server from mono

I have downloaded and installed the .NET framework 1.1
After installing the framework i installed SharpDevelop 0.95
With SharpDevelop i opened the xsp web server project (from mono), and
compiled it, with csc.

Now when I try to run the web server on Windows 98 Second Edition, i
get the following exception:

the permissi
on of type System.Web.AspNetHostingPermission, System,
Version=1.0.5000.0, Cultu
re=neutral, PublicKeyToken=b77a5c561934e089 failed.
at Mono.ASPNET.Server.Main(String[] args)

The state of the failed permission was:

How can I avoid this error?

And if it is not possible, is there any way to develop an asp.net
website on Windows 98 SE? I'm really sorry, but i do not have Windows
2k/2k3/XP available, so IIS won't do it :(
