Developer Licensing

Is there a way to distribute an assembly for development use vs. application use? Sorta like OCX files being able to be used in VB6 for development vs. an installed application using the OCX. I need to be able to distribute an assembly for use in either/or situation. If the assembly is used by my installed application I don't want developers to be able to develop using it.
