what is smart device application
i want to create a small programe in my mobile (Samsung C200)

A smart device program allows you to create programs for supported devices.
You will also need an SDK for your device's platform.

So you would need for an example, the SDK for Samsung C200 on an ARMv Processor (or whatever the phone uses).
Embeded developement is tricky stuff.

With ASP.NET Web applications I like that I can access data from anywhere without installing anything on the client (but I hate HTML and markup in general and it's limitations, the request/response model, state management, etc).
