Error trying to connect to the internet after coming out of stand

The PC running Windows XP Home SP2 is put into Stand By. After coming out of
Stand By, I try to start an internet connection, using Tiscali Broadband. A
dialogue box is displayed with the message:

"Cannot connect the phonebook entry. Error 756: This connection is already
being dialled"

Is this a problem with Tiscali or XP? What should be done to resolve it?

You're posting to the wrong NG. This is a .NET programmer's NG. You should
find the correct MS Public NG concerning your O/S type. There should be a NG
for the XP O/S.

I downloaded the personal website starter kit and when I run it I get the error shown below. I found a way of using Launch Surface Area Configuration that is supposed to fix the remote setting but I tried it and still get the error.
