Those will do, thanks John, but SharePoint for a public site? I wish. They
don't have their own server and I've tried hosted WSS which is clumsy and
inadequate and I presume its too early to consider a hosted instance of
MOSS.

we've identified over 2,000 self-labeled content management systems,
there are actually systems designed to do just what you describe.
There are others that can be made to do wht you describe, but not so
easily. CM Pros has many members with experience in this area.

That's interesting thanks. I just found this "Content Management Comparison
Tool [1]" which I've been perusing this weekend. You know when all is said
and done this project may just go simplistic and buy into Adobe Contribute
[2].

I have just made version 0.4.8 of the PluggedOut CMS Content Management
System available for download - it's free, and covered by the GPL.
It's still very much a work in progress (current release version is
0.4.8), but you should get a very good idea of what it's about by
visiting the site (which uses it, funnily enough), or downloading a
