Error of "LOG: Policy not being applied to reference at this time"

Hi All,

I'm using Microsoft logging library to log errors in my vb.net
applications(we b service). I put
"Microsoft.Prac tices.Enterpris eLibrary.Loggin g.dll" into web.config file for
codebase, the code sample just likes:

When I run my application, I got error saying:
LOG: Policy not being applied to reference at this time (private, custom,
partial, or location-based assembly bind).
For some reason, I don't want to put the logging.dll into the bin folder.
Could anyone give some idea?
