how to convert non-ISO extended-ASCII to ISO ascii

I have a file with non-ISO extended-ASCII format, but my program only
reads ISO ascii characters. How to do?

You'll need to know *exactly* which encoding the file is in - which
code page, in other words. Then use Encoding in conjunction with a
StreamReader.
