web service references

hi,

i have an application that references a web service. the web service a
particular user will need though may be local to their network or a totally
different one available on the internet depending on who and where they are.

is there a way of dynamically referencing a web service at run time or does
the reference have to be compiled into the exe?

I have been changing path to the web service in dev to point to my qat service, building the project and coping it to qat. Then changing the path back for dev. Most of their pages are jsp, and they said they need to consume this web service using HTTP. The developer's IDE is Notepad. Yeah, weird I know. How is this done?
