How do one open a "Visual Studio.NET Command Prompt"?

nfr
An example I am looking at says to "Open a Visual Studio.Net Command
Prompt", but I can't find any reference to a VS command prompt under, say
"File" or "Tools", etc.

here is an error I get when I open my class library project: "The class ResultsTable can be designed, but is not the first class in the file. Visual Studio requires that designers use the first class in the file. Move the class code so that it is the first class in the file and try loading the designer again." What does that mean, "the class xxx can be designed"? thanks,

Let me tell you what I'm going to do and maybe you can offer suggestions: 1) I'm going to have a bunch of articles that I'm going to be posting to this website. 2) I need some sort of "tab" or "tree" structure to the left that
